Why is it necessary for the Han Chinese to bully and surrender?

You would absolutely disagree with those who bully and surrender.

But, if you are in any kind of relationship with the Han Chinese, and if you don't bully nor surrender but try to treat each other equally and fairly, you are just considered to be evil by the Han Chinese.

Why?

The psychological state that the Han Chinese are in compels them to seek the chances to release their stress to those who don't bully, and they just can't resist to those who bully, but surrender. They accept the pressure from the superior and try to release the stress to the inferior. It is "natural", unconscious, for the Han Chinese to behave that way. When you don't bully nor surrender, your behavior is just against their unbalanced disorder, and it makes them uncomfortable or angry. If you are considered to be their fellow Han Chinese, you would get attacked immediately by the arrogant rude Han Chinese because of your "abnormality". If you are not the Han Chinese, they just call you "devils/monsters/ghosts" (鬼佬). That means it is understandable for you, the non-human, not to bully nor surrender.
